They’re both basically doing the same thing, although imho the plugins are more for minor photo retouching – you know instead of doing it manually with all the tools. Some pretty cool effects can be achieved with Alien Skin plugins. I use them to retouch most of my photos. The latest version AS can create cool bokeh effects which produced by Nikkor 105m or Canon 50mm lenses

I don’t use much of PS action. Probably to create book & CD covers. I only had a quick look since you asked. Quite an impressive tool to create effects (sepia, bw, etc) .
A little bit similar to Lightroom presets, don’t you think?

My question – what’s the difference between a photoshop plugin and a photshop action? This is the first time I’ve ever heard of a photoshop plugin!
